Texture applied over an other

Hi guys,
I am wondering how would it be possible to add a texture on a mesh at runtime when an event is triggered.

For example, if you have played overwatch, I am interesting in the spray system :

So the context would be in 3D, a mesh with a current texture. And with some kind of trigger (not important I think) add a texture to the mesh at the pointed location.

Anyone got any ideas???

You would make a decal in proper place. A projected decal if you feel like implementing that.
