I am only just starting with programming games and at this point I feel that the framework provided for Mr. Nom game will suit my basic needs. Of course later on, as my experience with coding for Android will increase I will most probably come up with my own framework. In the meantime am I legally allowed to use the one from the book?
As Mario stated earlier, we are free to use his frameworks in any way that suits us best, he just needed to give it a licence for convention. I´m already using the Mr.Nom framework for a commercial project

I also found the Mr. Nom framework very helpful, particularly for dragging objects around on the screen with pre-3.0 versions of Android. I really appreciate your willingness to make it available for public use. I tweaked it with a few added features to work with my first published app, a word game called "Word Links". Danke!
