LibGDX can do anything OpenGL can do, so the answer to both is YES. OpenGL doesn't really discern between 2D and 3D.

I am not sure if it will be easier or harder to do in libGDX than in other engines though, the second part sounds banal, the first part - never tried it myself, but probably not that hard depending on what you want to do exactly.
